This has been a question I have been asked several times.
Many people have e-mailed me asking me what happens if they never receive their
coupons. I have been doing research and the hard truth is: the federal government is running the show
for the coupons and they have the last say.
I have contacted The National Telecommunication and
Information Administrations. They have said that they have no say over what happens with the coupons. It
is simply a government run program. If the coupon is lost, stolen, or simply
just never arrives, then that individual is out of luck.
It doesn’t seem quite right, but the government has to be
able to monitor the numbers of coupons they are handing out in some way, and
this seems to be the only way that works. Some households will claim to have
never received a coupons/s so if the government re-sent coupons to those homes,
several more homes would not receive a coupon.
The only thing I can think of is to ask a friend or family member
who may not need a coupon to apply for one. They then can give you a coupon and
let you use it. They cannot however sell you that coupon. That is illegal.

many honest people out there who have not received their coupons.
